I regenerated our Claude MCP connection token and now my teammate's connection stopped working. Is that expected?

Yes, that's expected. The MCP connect token is shared per workspace, not issued individually per person, so regenerating it invalidates the previous token for everyone who was using it, not just you.
After regenerating, every teammate connected via MCP needs to reconnect with the new token. It's worth giving the team a heads-up before regenerating it if more than one person relies on the connection, since there's no way to roll it back to the old token afterward.
