I'm seeing an error that says "Actions setup must be completed before synthesis can run." What do I need to finish?

This means your brand's base setup isn't fully complete yet, so Agent doesn't have enough connected data to safely generate action suggestions. It's a deliberate guard rather than a bug: Agent won't synthesize actions from a half-configured brand.
Go back through your brand setup and confirm the core pieces are connected (site/crawler tracking and your initial prompts at minimum). Once setup is marked complete, synthesis should be able to run on its normal schedule.
