The Actions tab is gated behind a plan upgrade. Is that intentional, and how do I unlock it?

Yes, that's intentional. Agent's Actions (the automated fix suggestions built from your visibility data) require an active paid or trial plan; they're not part of the free, unpaid view of the product.
If you're on a trial, Actions should already be unlocked; if your trial has ended or you're on a free account, upgrading to a paid plan is what unlocks the tab. There isn't a separate add-on for just Actions.
