Why hasn't Agent generated any new action cards in a while? Is it stuck?

Probably not stuck: Agent enforces a minimum cooldown between synthesis runs (a few days, tiered by plan) so it has time to see whether previous fixes actually moved the needle before generating more cards. A quiet stretch right after a batch of new actions is expected behavior, not a stall.
If it's been noticeably longer than that cooldown window with zero new activity at all, that's worth reporting, since it likely points to a setup or data issue rather than the cooldown itself.
